Indeed, these are not weapons that are intentionally used against motorists, but rather chunks of snow and ice that can collect on the roofs of semi-truck trailers. When a truck reaches high speeds on a highway, the chunks can be dislodged and become projectiles that can be dangerous to drivers.
Yes, your car getting hit by a giant snowball may not appear to be a huge safety hazard, but imagine if your windshield suddenly gets covered with ice while going 55 miles per hour. Not being able to see the road could (or at least the panic that may come from not being able to see it) may lead to an accident.
